Urban planner and nonprofit leader Samantha Wick will bring collaborative problem solving and hands-on policy experience to the Burbank City Council.
Burbank isn’t just where Samantha lives...
It’s where she has built her life for more than 23 years and the community that she calls home.
Samantha is an urban planner by education and has spent the majority of her career in the non profit sector. For the past four years, Samantha has served on the Burbank Planning Commission giving her firsthand knowledge to how decisions directly shape the lives of residents. Through her service on the Planning Commission, Samantha brings a strong understanding of planning and housing policy along with a collaborative approach to problem solving. She is committed to making sure Burbank remains a place where people can build a future. Her experience has also shown her how difficult it can sometimes be for community members and local stakeholders to navigate local government and feel like their voices are truly being heard. She also spent 4 years (2 as chair) on the Burbank heritage commission helping protect Burbank’s history.
Open Door Leadership
Samantha believes local government should be accessible, transparent, and responsive. Residents deserve leaders who listen to their concerns, make thoughtful decisions and that remain accountable, responsive and available throughout their entire time in office, not just when it is convenient. Samantha believes leadership should be visible and accessible throughout the entire community, not just on the dais. Residents should know who represents them and most importantly feel comfortable reaching out and trust that they will be heard and their issues addressed.
Community isn’t just a buzzword to Samantha, it’s a core belief.
In 2017 she created the original Burbank Buy Nothing Group, a hyper local gifting group that connects residents and encourages sharing. What started as a single group has grown to 6 groups within the city with over 8500 members.
Samantha believes in protecting what makes Burbank special: its neighborhoods, creative spirit, and its sense of community while ensuring it continues to be a place where people can build a life, stay rooted, and feel proud to call home.

Outside of her public service you will often find her hiking with her Rhodesian Ridgebacks at Stough Canyon and occasionally co-piloting small airplanes to assist with animal rescue transport.
Priorities
Accessible, Transparent Government and City Services
Public Safety & Emergency Preparedness
• Our police and fire departments should always be fully staffed and fully equipped to respond to emergencies. Public safety is not negotiable - no exceptions.
• Wildfires and natural disasters are a reality in California, Burbank has to stay ahead of the curve with better wildfire mitigation, preparedness and clear evacuation planning across every city department.
• Expand partnerships with the city and private organizations to strengthen mental health and crisis response so that when someone is in distress, the support they need is there when it matters most.
• Expand safety and support programs for seniors, including wellness checks, emergency outreach, and evacuation planning to ensure older adults are protected and not left behind during crises.
Housing
• Utilize smart targeted growth to meet our state housing mandate of homes 8772 by 2029, not blanket density that disrupts neighborhoods.
• Complete and expand neighborhood-specific plans so development reflects what makes each part of Burbank unique.
• Increase and expand rebates and incentives for residential and commercial property owners to upgrade and maintain their properties in compliance with new state laws and sustainability goals.
• Expand homeownership opportunities, not just rentals, and create a clear roadmap to homeownership for first-time buyers, especially young families and city employees. Ensure that teachers, first responders, and the people who keep Burbank running can afford to live in the community they serve.
• Support tenant protections under AB 1482 while expanding housing voucher programs for the residents who need them most and continuing the conversation our current council has started. Housing is a human right.
Local Economy
• Promote economic development that supports local businesses and attract new investment to Burbank’s economy and future.
• Strengthen partnerships with our studio partners to create jobs and keep our entertainment industry union members working.
• Support a mixed-flow approach to the proposed Bus Rapid Transit project (BRT) along Olive Avenue, rather than a permanent single dedicated lane to improve transit while maintaining access to parking and visibility that our local businesses depend on.
• Support small businesses that contribute to Burbank’s media and production ecosystem.
• Create flexible downtown options on Magnolia, Burbank and San Fernando Blvd to make community events more cost effective and easier to produce.
Support for Families
• Strengthen the cities relationship with Burbank Unified School District.
• Expand programs and speed calming measures that improve driver safety.
• Help young families stay in Burbank by expanding housing opportunities.
• Explore solutions and partnerships for affordable childcare.

Burbank has been my home for more than 23 years, and I’m running for City Council to keep it a place where we can all thrive. As a planner and commissioner, I’ve seen how city decisions hit home and how important it is that residents have a real voice. I believe in a local government that’s open, accountable, and present in every neighborhood, not just at City Hall.
I’ll work to protect Burbank’s character while making sure it remains a city where people can put down roots and build their future.
